He is the local drug dealer that SpongeBong and Hashbrick frequently visit to get sea weed, sea mushrooms, and a bunch of other drugs. It is however shown that he frequently gets harassed by them too.

He is grumpy, and is similar to a drug dealer. He does not give handouts, requiring money or goods in exchange for his drugs, seen to be "sea-weed".
